TX State Rep. Hubert Vo: Ethics Violation’s + Nepotism on Steroids
 Hubert was initially elected to represent the 149th District of the Texas House of Representatives in November 2004. He was subsequently reelected on ten additional times through 2024. Hubert’s wife Kathy is a relator operating in the greater Houston area.
The following table set forth the reimbursements made to Kathy Vo with Hubert Vo campaign funds.
Tables A through C below set forth in detail the number of times and specific amounts the Hubert campaign paid reimbursements to his wife Kathy that clearly violate ethics rules and/or state laws due to the utter failure and/or refusal to describe the purpose for said payments.
From 2022 through 2025, on forty-nine (49) separate occasions, Hubert used campaign funds to pay his wife Kathy $20,412.64. In doing so, he violated the ethics rules/laws by utterly failing to provide any specifics on the payments to his wife, other than describe them as “reimbursement.”
Additionally, since Kathy Vo is Hubert’s wife, he has repeatedly violated the Chapter 573 of the Government Code regarding nepotism, which is classified as a misdemeanor and carries with it a criminal penalty of a fine ranging from $100 to $1,000 (minimum $4,900, maximum of $49,000.00. A conviction would also lead to Hubert’s removal from office.
It should be noted that reimbursements name Kathy Vu as the recipient are an obvious typo, meaning the payments were made to Kathy Vo.
And lastly, Hubert’s campaign paid his wife Kathy $112,521.17 as repayments on loans that his campaign expense reports establish that she never made. Put simply, why did Hubert authorize payments of over $100,000 to his wife for to repay loans she never made to his campaign?
