Judge Charles Hostnik of Puyallup, WA; ethical troll

The state of Washington provided Charles Rivoire Hostnik with a law license in 1980after he graduated from the University of Puget Sound School of Law.

Unfortunately, over the years, Chuck has practiced his rat her unique brand of jurisprudence in both State and Federal Courts, as well as many Tribal Courts. Chuck is a semi-retired Tribal Court Judge, having acted for 16 years as a judge on specific cases for 32 different Indian Tribes located in the states of Alaska, Washington, Oregon, California, Nevada, Idaho, Montana, Wisconsin and Nebraska. Chuck has also been appointed as a Special Master Judge for the Mashantucket Pequot Tribe in Connecticut. On occasion Chuck is still appointed by Tribes to act as a trial or appellate judge.

It has been alleged that Charlie engaged in the following misconduct involving his actions while sitting as a Nooksack Tribal Court Judge in Deming, Washington.

• Repeatedly failed to recuse himself from cases when recusal was required
• Due to Charlie’s refusal to withdraw from eviction cases, Nooksack elders and families are now threatened with physical eviction by Tribal police from homes they have rented to own for nearly twenty years.
• Charlie improperly sat on an appeal that involves the four cases he decided as pro tem tribal court judge” in 2023
• While authoring the September 18, 2024 appellate ruling, Charlie included pages of identical text to his February 2023 eviction ruling
• Charlie used his summary judgment decisions against certain members of the family to decide and write the appellate opinion against the others
• A victim of Charlie’s conduct stated, “I will never forget being in front of the judge at Nooksack and then realizing that the same judge was on the appellate court of judges asking me questions. Thinking, is this judge really part of our appeals being able to make a decision on his own decision against his own decision? I don’t even know how to write that.”

All that Charlie’s victims have to wait for is to see what if any action the enablers for Judicial Misfits sitting on the Washington Judicial Commission and Supreme Court regarding Charlie’s egregious conduct.
