Judge Gérard Dugré of Montreal, CAN; bullying loser

 

The Law Society of Canada provided Gérard Dugré with a law license in 1982 after he graduated from Queen’s University School of Law in Belfast, Ireland.

 

The Canadian Judicial Council found Gerry guilty of engaging in the following misconduct.

  • Delayed in Rendering Judgment in an Urgent Matter
  • Engaged in conduct prejudicial to the administration of justice
  • Involved in chronic problem in delivering judgments
  • Failed to be humble, fair, empathetic, tolerant, reliable, courteous, and patient
  • Failed to faithfully execute the duties of his judicial office
  • Engaged in conduct diminishing public confidence in the judiciary
  • Failed to execute judgement in pending case for more than nine months when Code of Civil Procedure requires judgment to be rendered with a six-month time limit
  • Failed to reply to letter from a party reminding him of urgency of delivering judgment considering his undertaking to do so quickly
  • Engaged in judicial misconduct at one or more public hearings he presided over by making unwarranted comments
  • Harshly criticized counsel for Ms. S. for not insisting on an earlier hearing date
  • During exchanges with counsel for Ms. S, Gérard displayed an attitude which was harsh, and unpleasant
  • Gérardmade remarks which were insensitive and pointed blame at Ms. S. and which had nothing to do with the circumstances of the case
  • Repeatedly engaged in various forms of bullying’
  • Made jokes in reference to allegations of sexual misconduct about a colleague of one of the parties
  • Gérard asked whether one of the parties had been “accused of sexual assault yet”, suggesting that he just wanted to make sure that “everyone’s behaved themselves” even though he case had absolutely nothing to do with sexual assault
  • Gérard made comments about transgendered individuals, in a case having nothing to do with that subject matter
  • Gérardinterfered in the direct examination of one of the parties, asked his own questions and cut off the witnesses’ attempt to reply. He
  • Gérard did not let the parties present their case in their own fashion but rather imposed his perspective
  • despite having an incomplete understanding of the facts
  • Gérard intervened in a fashion that was so extreme it contributed to confusion throughout the trial process
  • Gérard’s conduct was so manifestly and profoundly destructive of the concept of impartiality, integrity and
  • independence of the judicial role, that the public’s confidence in Justice Dugré is sufficiently undermined that he is incapable of executing the judicial office

The Canadian Judicial Council Conduct Division recommended that Jerry be removed from the bench.

 

All that remains now is to what if any punishment is meted out to Jerry by the enablers for Judicial Misfits by the Governor General and the Senate of the House of Commons.

 

As we speak (ca. January 2023), Judge Dugré continues to sit as a Quebec Superior Court judge in Montreal, Canada.
