Former Judge Jose Jacinto of the Philippines; serial moron

The Philippine Supreme Court provided Jose S. Jacinto with a law license in 1954 after he graduated from

The Integrated Bar of the Philippines found Jose guilty of engaging in the following misconduct, all of which took place while he was employed as the Presiding Judge of Branch 45, Regional Trial Court (RTC) of San Jose, Occidental Mindoro.

• Guilty of 17 counts of gross ignorance of the law or procedure (serial moron)
• Jose’s gross ignorance involved criminal cases involving illegal drugs where he either granted motions for rehabilitation, or transferred custody of the accused to the Provincial Parole and Probation Office
• Engaged in gross misconduct in issuing an order in Civil Case No. 1792 entitled, Mike Tiu v. Leila Belly, transferring the custody of prisoner Ruben Tiu (Ruben) from the national penitentiary in San Ramon Penal Colony in Zamboanga to the Sablayan Prison and Penal Farm (SPPF) in San Jose, Occidental Mindoro without the approval of the Supreme Court

As a direct consequence of his misconduct, the Philippines Supreme Court punished Jose by tossing him off the bench gifting him with a complimentary Forty Thousand Pesos (P40,000) fine and a warning that similar conduct in the future would be dealt with more severely.

It should be noted that had Judge Caoibes acted in the same gross ignorance of the law as a Common Pleas Judge in Ohio or a Superior Court judge in California disciplinary charges would never have been filed against him.

As we speak (ca. December 2022), Jose continues to sit as a First Municipal Circuit Trial Court Judge in Balayan, Batangas, Philippines.
