Justice of the Peace Richard Bisson of Toronto, CAN; moronic loser

The Justices of the Peace Review Council has found Dick guilty of engaging in the following misconduct.

• Engaged in a pattern of conduct demonstrating incompetence (moron)
• Failed to ensure defendants received a fair trial
• Failed to take care to afford defendant due process
• Failed to perform the duties of office impartially
• Failed to explain the court process to a self-represented defendant
• Responded to defendant with combative, reprimanding and sarcastic comments; entering the fray; becoming argumentative
• Failed to provide an opportunity for parties to make submissions (due process)
• Failed to provide reasons for his decisions
• Comments gave rise to an overall appearance of unfairness
• Failed to conduct plea comprehension inquiries when defendants pled guilty in provincial offences proceedings, contrary to the law
• Created perception that he was showing bias in favor of a police officer, and pre-judging the outcome of a case
• Failed to ensure that there were sufficient facts on the record to accept a guilty plea
• Failed to provide an opportunity for defendants to make submissions on penalty prior to imposing a fine and/or to allow submissions on time to pay
• Failed to demonstrate that the fundamental principles of justice were applied
• Failed in his duty to ensure that justice could be seen to have been done
• Failed to properly apply the law and a lack of awareness or understanding of the law in the context of routine duties of a justice of the peace
• Engaged in a pattern of legal errors that demonstrated a lack of competence in the law (imbecile)
• Exhibited inappropriate demeanor by being rude, discourteous, demeaning, impatient and sarcastic, demonstrating a lack of dignity and professionalism
• Made inappropriate and gratuitous comments to a female paralegal that appeared to demonstrate sexual innuendo
• Appeared to suggest that a party engage in dishonest behavior
• Mocked aspects of the justice system, including comparing the results in the justice system to the element of chance in a lottery
• Made derogatory and insulting comments about lawyers, who are participants in the justice system

As a direct consequence of his misconduct, the cheerleaders for Judicial Misfits sitting on the Justices of the Peace Review Council punished Dick by gifting him with a complimentary reprimand.

As we speak (ca. June 2020), Dick continues to sit as a Justice of the Peace in Toronto, Ontario, Canada.
