Judge Harutiun Manukian of Armenia; ethical troll

The Armenian Judicial Council found Harutiun Manukian guilty of the following misconduct.

In one matter, Judge Manukian refused to rule on petitions dealing with the pending criminal case of former President Robert Kocharian regarding pre-trial arrest that had been filed by his lawyers and the prosecutors.

Judge Manukian improperly recused himself from the case. He had the chutzpah to claim his decision was based on undisclosed health reasons.

As a direct consequence of her misconduct, the enablers for Judicial Misfits sitting on the Supreme Judicial Council punished Judge Manukian by gifting him with a complimentary warning.

As we speak (ca. May 2019), Manukian continues to sit as District Court judge in Yerevan, Armenia.
