Judge Emil Oskonbaev of Kyrgyzstan; ethical goblin

The Judicial Commission found Emil guilty of the following misconduct.

In one matter, Emil publicly opposed the removal of Judge Klara Sooronkulova, from a biometric data law case. (Catherine Putz)

Previously a law was passed for a nationwide biometric data voting registration program. Critics of the law were primarily largely that people were being blackmailed into providing their fingerprints, with the threat that they will lose the basic right to vote if they do not do so.

Judge Sooronkulova was removed from the case because prior to announcing her ruling in the matter, she revealed her views on the case that it was unconstitutional before making her ruling public.

As a direct consequence of his conduct, the cheerleaders for Judicial Misfits sitting on the Kyrgyzstan Supreme Court punished Emil by gifting him with a complimentary reprimand.

As we speak (ca. January 2019), Emil continues to sit as a judge in Kyrgyzstan’s Constitutional Chamber–a part of the Kyrgyzstan’s Supreme Court in Bishkek, Kyrgyzstan.
