Judge Monroe Bishop of Hinsdale, NY; ethical troll, repeater

 

The State of New York Commission on Judicial Conduct found Monroe guilty of engaging in the following misconduct.

 

Monroe’s 1st bite at the Judicial Misfit Apple Tree

  • Presided over a speeding case wherein his niece Diana Dutton was the defendant
  • Monroe imposed a $35 fine and $15 surcharge against Ms. Dutton
  • Monroe issued a criminal summons, ordering Mr. Finnerty, a judgment debtor to appear in court on a charge of "False Swearing on Information Subpoena," even though no such charge exists, and no accusatory instrument had been filed in the court
  • Monroe made up the charge in order to get Mr. Finnerty into court for having failed to make payments on the small claim’s judgment
  • Failed to recuse himself when recusal was mandatory

As a direct result of his misconduct, the Judicial Commission punished Monroe by gifting him with a complimentary admonition.

 

Monroe’s 2nd bite at the Judicial Misfit Apple Tree

  • Engaged in illegal ex parte (one-sided) communications with a party to a case pending before him
  • Based on illegal communications with landlord, Monroe issued an order of eviction against the defendant

As a direct result of his misconduct, the Judicial Commission punished Monroe by gifting him with a complimentary admonition.

 

As we speak (ca. March 2022 Monroe continues to dispense his so-called idea of jurisprudence as a Justice of the Hinsdale Town Court, Cattaraugus County, in Hinsdale, New York.
