The state of Kansas presented George A. Groneman with a law license in 1969.
 
The Kansas Disciplinary Board found Stephen guilty of the following misconduct.
 
George’s misconduct relates to the time he was a Judge of the 29th Judicial District, Division 7, District Court in Kansas City, Kansas.
 
While sitting on the bench, Stephen appointed Debra Massey to be his administrative assistant. Several months after he hired her, Stephen allowed Debra, to accept and work a second job with the Kansas Turnpike Authority, and to work at the second job at times t hat conflicted with her duties as administrative assistant.
 
The dual employment existed for at least thirteen (13) months. Debra was paid by the Turnpike Authority for hours worked, but which conflicted with her obligations as Stephen’s administrative assistant.
 
Stephen knowingly permitted Debra to be employed and compensated for hours worked with the Turnpike Authority, and in addition to being paid by the Judicial Branch of Kansas for the same exact hours. Judicially approved double dipping!
 
Stephen went as far as signing State of Kansas, Time and Leave Documents that were required by the Judicial Branch’s administrative personnel that falsely claimed that Debra was working at the Judicial Branch job when she was in fact working at the Turnpike Authority.
 
Because Judicial Misfits in Kansas are held to a much lower standard of conduct then everyone else, Stephen was never criminally charged for defrauding the State of Kansas.
 
As a consequence of his misconduct, the apologists for Judicial Misfits sitting on the Kansas Supreme Court punished Stephen by gifting him with a complimentary censure.
 
As we speak (ca. November 2012) Martin continues to practice in the Kansas City, Kansas area.
