Attorney William Payne of DC; idiot, slacker

The state of District of Columbia provided William Payne with a law license in 1989 after he graduated from Howard University Law School.

The D.C. Court of Appeals found Billy guilty of the following misconduct.

• Failed to provide competent representation (idiot)
• Failed to act with due diligence (slacker)
• Failed to communicate with client
• Failed to withdraw from immigration case when required to so act

As a direct consequence of his misconduct, the enablers for Attorney Misfits sitting on the D.C. Court of Appeals punished Billy by gifting him with a complimentary admonition.  

As we speak (ca. March 2017), Billy practices with Payne and Associates at 419 7^th Street NW in Washington, DC.
