FYI: Judge Roy Bean was an infamous Justice of the Peace and saloon owner in Texas who called himself the "The Law West of the Pecos." Roy was also affectionately referred to as the Hanging Judge.
 
The state of New York presented Charles Green Banks with a law license in 1966 after he graduated from Columbia University Law School.
 
The New York Judicial Commission found Charlie guilty of the following misconduct during the time he was a Judge on the Bedford Town Court in Westchester County.
 
On numerous occasions, Charlie illegally imposed fines that he absolutely knew were in excess of the amounts allowed by New York law.
 
Over a six-month period of time, in 209 traffic cases, Charlie imposed $11,281 in fines in excess of the maximum amounts authorized by the Vehicle and Traffic Law.
 
As a consequence of his misconduct, the enablers for Judicial Misfits on the Judicial Commission punished Dick by gifting him with a complimentary censure.
 
As we speak (ca. August 2014), Charlie practices with Shapiro Gettinger & Waldinger at 118 North Bedford Road in Mount Kisco, New York.
