Judge J. Kevin Mulroy of Syracuse; racist; liar, arrogant
Unfortunately, Judge J. Kelvin Mulroy sat on the bench in Onondaga County Court in Syracuse from 1987 to Aug. 1999 when the New York Judicial Commission removed him from the bench.
After reviewing the sordid conduct engaged in by Judge J. Kevin Mulroy beginning in 1996, ya gotta ask yourself why did it take the enablers and apologists for the New York Judicial Commission three (3) years to get rid of this louse.
Racist Slurs re: African-American
Prior to a 1996 murder and robbery trial of a 67 year-old African-American lady, Judge J. Kevin Mulroy spoke with the prosecutor, Stephen J. Dougherty as to whether it would be reasonable to offer the defendants a plea. Judge J. Kevin Mulroy then told the prosecutor:
No on would car if he “gave away” the case, because the victim was “just some old nigger bitch.”
At a pretrial on Aug. 20, 1996, when a plea agreement was reached, Judge J. Kevin Mulroy said that the victim was “no great shakes” and that the DA had “to take into account the victim [she was black] and that this [site of the robbery/murder] was an after-hours gin joint.”
In Feb. 1996, while presiding over a rape case, Judge J. Kevin Mulroy became agitated, began zipping and unzipping his fly, I’m sorry I mean his robe and put his feat on the bench. He then made the following statements to prosecutor, Bernadette Romano:
“Well, you can go ahead and do what you want, but I got to get back to Syracuse ‘cause it’s Thursday night, and it’s men’s night out.”
“Why don’t you give this guy a fucking misdemeanor so I can get out of this fucking black hold of Utica. I’m sick of Judge Burke sending me down here. I’m sick of Utica.”
Racist Slurs re: Italian-Americans
 
In July 1996, Judge J. Kelvin Mulroy attended a charity event at a country club and was seated at a table with eight other people. While at the table, Oneida County DA Michael Arcuri came to greet those seated there.
Mr. Arcuri asked Judge Mulroy how his re-election campaign was going. Judge Mulroy complained that the Democratic Party had nominated a candidate to oppose him. Mr. Arcuri answered: “Some of us have to run for office, and others get it handed to them on a silver platter.” Judge Mulroy responded:
“You know how you Italian types are with your Mafia connections.”
Mr. Arcuri and Judge Mulroy’s opponent, John La Paro, are of Italian descent. Assistant DA Bernadette Romano, was also present when Mulroy uttered his slur.
Mr. Arcuri replied, “You know, Judge you’re a real asshole.” Praise the Lord, the truth will set you free.!
During the course of his re-election campaign, Judge J. Kelvin Mulroy referred privately to Mr. La Paro, his opponent as a “wop,” “dago” and “guinea.”
Lying under Oath (aka, Perjury)
On Feb. 13, 1997, Judge Mulroy testified as a character witness for Syracuse attorney Andre R. Sobolevsky who was being tried in another court.
Judge Mulroy testified that attorney Sobolevsky had a “very good” or “excellent” reputation in the legal community for truth and honesty.
When asked to identify lawyers with whom he’d discussed Mr. Sobolevsky’s reputation, Judge Mulroy named Mr. O’Donnell, Mr. McQuat and Mr. Savlov. However, all three later stated that Judge Mulroy was a liar because they never discussed Sobolevsky’s reputation with him. In fact, Mr. McQuat said he had an unfavorable impression of Sobolevsky’s reputation. Mr. Savlov said he believed his reputation was “not very good.”
Even though Judge J. Kevin Mulroy was removed from the bench, he was never disbarred. This only further proves that judges/attorneys are held to a lower standard of conduct then we are.
Fortunately for the citizens in Syracuse and Utica, Judge J. Kevin Mulroy passed away in 2005.
