Attorney William Perrone of Malvern, PA; convicted thief

 

The state of Pennsylvania presented William James Perrone with a law license in 1974 after he graduated from Western State University Law School in Fullerton, California.

 

Billy was convicted of theft by deception, tampering with public records or information, securing execution of documents by deception and unsworn falsification to authorities.

 

Billy’s convictions arose from his filing of false fee petitions as court-appointed counsel for indigent criminal defendants in Philadelphia County over a two-year period of time.

 

Billy the Thief defrauded the city of Philadelphia by overbilling it to the tune of $130,000.

 

As a consequence of his misconduct, the Pennsylvania Supreme Court punished Billy by ordering that he be disbarred.

 

However, several years later, the comedians sitting on the Pennsylvania Supreme Court reinstated Billy’s law license thereby affording him another chance to earn a dishonest living practicing law.

 

As we speak (ca. March 2014), Billy the Thief practices at 1289 Shadow Oak Drive in Malvern, Pennsylvania.
