The state of Connecticut provided Richard F. Kelly with a law license in 1980

The Statewide Grievance Committee found Richard guilty of the following misconduct.

In one matter, Richard represented a client as a special public defender. Richard and another public defender helped to negotiate a plea bargain with the State in separate courts for two separate criminal matters.

Subsequently, the client, who was incarcerated, wrote to Richard requesting the answer to four questions; however, Richard never responded. Later on, the client wrote to Richard asking for a copy of his file; however Richard again did not respond. 

As a consequence of his misconduct, the enablers for Attorney Misfits sitting on the Statewide Grievance Committee punished Richard by gifting him with a complimentary reprimand.
