The state of Virginia presented Sandy Yeh Chang with a law license in 2008.
The Virginia State Bar Disciplinary Board found Sandy guilty of the following misconduct.
Failed to provide competent representation (Dumbo)
Knowingly made a false statement of fact or law to a trial judge
In on matter, Sandy was hired to work out a loan modification and, subsequently, to file a Chapter 7 bankruptcy petition for a client for an agreed fee of $3,000. The client paid Sandy $200 for an initial office visit.
Dissatisfied with Sandy’s lack of diligence, the client fired her and hired attorney Nora Raum to handle his bankruptcy filing for $1,500. Within hours of Ms. Raum’s filing of the bankruptcy petition, Sandy also filed one, which the client and Raum were unaware of.
The bankruptcy Trustee ignored Sandy’s filing and reminded her that she was not authorized to file anything electronically unless her client had signed it. A review of the petition filed by Sandy showed that it was not, in fact, reviewed or signed by the client.
As a consequence of her misconduct, the apologists for Attorney Misfits sitting on the Disciplinary Board punished Sandy by giving her with a complimentary reprimand.
As we speak (ca. July 2013), Sandy practices with The Chang Law Firm at 1 Research Court in Rockville, Maryland.
