The state of Louisiana presented Walter J. Leblanc, Jr. with a law license in 1983 after he graduated from Loyola University Law School.
The Office of Disciplinary Counsel found Walter guilty of the following misconduct.
Walter practiced before the 24th Judicial District Court in Jefferson Parish. In that capacity, Walter represented a plaintiff in a Jones Act seaman’s case to be tried before former Judge Alan Green of Jefferson Parish.
Several months later, Judge Green rendered a judgment in favor of Walter’s client for approximately $1.5 million. The defendants then filed for a suspensive appeal. While the trial transcripts were being prepared, the parties reached an agreement not to pursue appeals and the judgment was satisfied by the defendants and its insurer. The case was then dismissed.
Under the Rules of Judicial Conduct, Judge Green was prohibited from soliciting campaign contributions for anyone or in participating in the making or soliciting of campaign contributions for any candidate.
Subsequently, Walter was caught on an FBI video tape making an $800 cash contribution to Judge Green for use in the campaign of Jalila Jefferson. In so acting, Walter absolutely knew he was violating the code of conduct.
As a consequence of his misconduct, the cheerleaders for Attorney Misfits sitting on the Louisiana Supreme Court punished Walter by gifting him with a stayed 180-day suspension of his law license.
As we speak (ca. July 2013) Walter practices at 4421 Zenith Avenue in Metairie, Louisiana.
