Judge Thomas Ramich of Elmira, NY; ticket fixer, Potty Mouth loser

 
Unfortunately, the state of New York presented Thomas Edward Ramich with a law license in 1976 after he graduated from St. John’s University Law School.
 
The New York Judicial Commission found Judge Ramich guilty of the following misconduct.
 
Tommy the Ticket Fixer
 
Over the course of at least six (6) years, Tommy directed Frederick Cerio, his part-time court attorney to act as his personal attorney and to represent his relatives and friends in various legal matters, for which Cerio was not paid.
  • Gave Cerio a speeding ticket (58 in a 30 mph zone) issued to his brother-in-law
  • Gave Cerio a speeding ticket (74 in a 55 mph zone issued to his daughter
  • Gave Cerio a speeding ticket (72 in a 55 mph zone issued to his girlfriend, Cynthia Greger
Illegal use of Mr. Cerio to perform personal tasks
  1. Ordered Cerio to contact Empire Blue Cross/Blue/Shield, Tom’s insurer to ensure that his daughter Amanda was covered while she was attending Mansfield College
  2. Ordered Cerio to retrieve a Christmas present for his daughter from FedEx warehouse
  3. Ordered Cerio to go to the Dept of Motor Vehicles to obtain forms Tom needed to register a dump trailer had just purchased and directed Cerio to complete the forms for Tom to sign
  4. Ordered Cerio to handle a “Cash for Clunkers” auto purchase and trade-in at a dealership in Pennsylvania and to complete the deal and file paperwork required by DMV
Potty mouth Tom
 
While addressing an audience at a law enforcement officers’ award dinner, Potty Mouth Tom told a sexually graphic and demeaning joke about a fellow judge Steven Forrest, concerning a fictional sexual encounter between Judge Forrest and an alien. The punch line of the joke was that Judge Forrest is referred to as the “small” claims judge because his genitalia are small.
 
Unlawful orders to defendants to make payments
 
Over a period of thirteen (13) months, Tommy illegally required twenty-fie (25) defendants to make financial payments to local charities as a condition of receiving an Adjournment in Contemplation of Dismissal or a Conditional Discharge.
 
During court proceedings, Tommy made recommendations to the defendants and their attorneys as to which charities their money should be paid.
 
Tommy allows daughter to sit as a juror
 
While presiding over a jury trial in People v. Joseph Piper, in which the defendant was charged with resisting arrest, Tommy empanelled his daughter Jessica Ramich, as a juror. Tom also met privately with his daughter during the trial and discussed the defendant’s conviction and sentencing with her.
 
Rather than face punishment that likely would have led to him being removed from the bench, Tommy did what most Judicial Misfits do, he resigned so that he could enjoy his undeserved pension of at least $100,000 a year for the balance of his miserable life. As a result of his retirement, the Judicial Commission dismissed the charges against him.
 
Because Judicial Misfits in New York are held to a much lower standard of conduct then everyone else, the State Bar hasn’t taken any action against Tommy’s law license. Isn’t New York a great country?
