Attorney Mark Webb of San Francisco; deadbeat, repeat offender

 
The state of California provided Mark Lopert Webb with a law license in 1975 after he graduated from Golden Gate University Law College in San Francisco.
 
The State Bar Court found Mark guilty of the following misconduct.
 
Mark’s 1st bite at the Attorney Misfit Apple Tree – October 2008
 
In one matter, Mark replaced another attorney in an auto accident case; the former lawyer had a lien of $2,323 in fees on the case. Subsequently, the case settled for $710,000. Although Mark withheld funds to pay liens, including money owed to the former lawyer, and he was instructed by the client to pay the lawyer, he failed to do so.
 

Mark ultimately paid the $2,323 eighteen (18) months later after the lawyer complained to the state Bar. Mark the Cheapskate so acted despite receiving over $250,000 in fees from the $710,000 settlement.
 
As a consequence of his misconduct, the supporters for Attorney Misfits sitting on the Bar Court punished Mark by gifting him with a complimentary stayed 1-year suspension of his law license.

Mark admitted to filing three (3) frivolous lawsuits against an Oregon lawyer he had hired to research the merits of an appeal he was handling. The lawyer, Julia Follansbee, advised Webb to take a new approach on the appeal and Webb hired her to draft the appeal. They had a fee agreement under which Follansbee had the right to withdraw in case of a fee dispute, which would be resolved in Oregon.
 
Ms. Follansbee provided an opening brief and a bill for $24,414.60 in legal fees and $965.28 in expenses. She credited Mark with $6,000 for advance fees, leaving him a bill for $19,379.88. She sued Mark in Oregon after he refused to pay and won an award of $53,682.37 after Mark defaulted.
 
Mark then sued Ms. Follansbee three times “for the purpose of delay, harassing, and obstructing Ms. Follansbee’s entitlement to her fees,” according to the stipulation. He made frivolous objections without justification, made false statements that Follansbee had guaranteed success and claimed he never received notice of the Oregon award.
 
As a consequence of his misconduct, the supporters for Attorney Misfits sitting on the Bar Court punished Mark by gifting him with a complimentary 1-year suspension of his law license.

Mark admitted that he failed to obey a court order as required in a 2011 disciplinary order. More than a month after the deadline, Mark submitted his first quarterly probation report and a declaration that he had notified his clients, opposing counsel and other interested parties of his suspension
 
As a consequence of his misconduct, the supporters for Attorney Misfits sitting on the Bar Court punished Mark by gifting him with a complimentary 9-month suspension of his law license.
 
As we speak (ca. April 2013) Mark practices with the Law Office of Mark L. Webb at 680 Mission Street in San Francisco, California.
