The state of Michigan provided Patrick S. Fragel with a law license in 1976.
 
The Attorney Discipline Board, Kent County Hearing Panel #3 found D. Richard guilty of the following misconduct.
  1. Engaged in conduct prejudicial to the administration of justice
  2. Neglected legal matters entrusted to him
  3. Exposed legal profession/courts to contempt
  4. Engaged in conduct contrary to justice, ethics, honesty or good morals
  5. Ordered to reimburse multiple clients (victims) $10,850
As a consequence of his misconduct, the apologists for Attorney Misfits sitting on the Michigan Supreme Court punished D. Richard by gifting him with a complimentary 90-day suspension of his law license. D.
 
As we speak (ca. February 2013), D. Richard will return to practice on or about April 6, 2013 at 283 Howard Avenue in Holland, Michigan.
