The state of Kansas presented Robert William Ketter with a law license in 1986.
The Kansas Disciplinary Board found Robert guilty of the following perverted misconduct.
Bob the Perv’s conduct in Topeka, Kansas
In this matter, Bob was arrested and again found guilty of lewd and lascivious behavior. A 17-year-old boy reported seeing Bob masturbating in his car in a parking lot of a Dillon’s grocery store in Topeka.
Bob had the audacity to defend his perverted conduct by claiming he suffered from “blue balls” on the day in question, and that he was merely massaging his testicles to relive the pain. Clearly Bob missed his calling as a standup comedian!
Bob the Perv’s conduct while serving in the Military
While serving as a Judge Advocate at Camp Lejune, Robert began exposing himself to women. He was subsequently arrested after exposing himself to an off-duty female probation officer. Police then linked Robert to two other similar incidents and he then pleaded guilty to three (3) counts of indecent exposure. He was then forced to resign from the Marine Corps.
Of course this wasn’t Bob the Perv’s first run-in with the law for exposing himself in public.
Bob the Perv’s conduct in Hays and Emporia, Kansas
Bob exposed himself to a group of young women in Hays, Kansas. Bob also masturbated in front of a Baskin-Robbins store employee in Emporia. Bob was caught a few days later in Emporia leaving obscene notes on the windshields of cars women had parked in a grocery store parking lot. Bob was then arrested and charged with and convicted of lewd and lascivious behavior.
As a consequence of her misconduct, the apologists for Attorney Misfits sitting on the Kansas Supreme Court punished Robert by gifting him with a term of probation. In truth, the comedians sitting on the Supreme Court didn’t really mete out any meaningful punishment to Robert.
As we speak (ca. January 2013) Robert practices with ODAR SSA at 2301 McGee Street in Kansas City, Missouri.
It must be comforting to the folks living in Kansas City to know that there is yet another Attorney Pervert practicing law in their area compliments of the comedians sitting on the Kansas Supreme Court.
