The state of Arkansas presented Rickey H. Hicks with a law license in 1989.
 
As you’ll see below, Rickey has been disciplined at least ten (10) times for engaging in the same type of misconduct. Rickey appears to be the only practicing lawyer in Arkansas that has managed to get into double figures in being disciplined. This guy is without a doubt a joke; however, the bigger joke is the morons sitting on the Disciplinary Committee of the Arkansas Supreme Court.

Panel A of the Arkansas Supreme Court Committee on Professional Conduct found Rickey guilty of misconduct on several occasions as set forth below.
 
Myrtle Smith hired Rickey to represent her in a discrimination lawsuit against the Dept of Human Services and various staff members. Rickey filed the lawsuit for Myrtle in April 200. Rickey rarely communicated with Myrtle about her case; however, he would discuss it in passing while they were at church where he served as the Pastor.
 
Subsequently, Myrtle was forced to seek permission from the trial court to have Rickey removed from her case so that she could employ a competent attorney.
 
As a consequence of his misconduct, the enablers for Attorney Misfits sitting on Panel B of the Arkansas Supreme Court Committee on Professional Conduct punished Rickey by gifting him with a complimentary caution.

Lillian Glenn hired Rickey to represent her in a case against Alltel Communications in the Federal District Court in Little Rock. After the trial court entered a scheduling order Lillian called Rickey to ask if there was anything she need to do in regards to the requirements contained in the court’s order. Rickey told her there was nothing for her to worry about.
 
As a result of the gross negligence of Rickey, the trial court dismissed Lillian’s lawsuit because he repeatedly failed to comply with discovery orders.

Panel B of the Arkansas Supreme Court Committee on Professional Conduct found Rickey guilty of misconduct on several occasions as set forth below.
 
Mr. McIntosh hired Rickey in regards to a criminal matter. After McIntosh was convicted, Rickey filed the requisite Notice of Appeal. Subsequently, Rickey took absolutely no actions of any kind in regards to pursuing McIntosh’s appeal. Put simply, Rickey abandoned him. As a consequence of Rickey’s gross negligence, Mr. McIntosh lost his right to appeal his conviction.

Rickey was found guilty of a variety of misconduct and was ordered to pay his victim (client) $328.

Panel B of the Arkansas Supreme Court Committee on Professional Conduct found Rickey guilty of misconduct on several occasions as set forth below.
 
In September 2008, Rickey Williams hired Rickey in a discrimination complaint. Rickey agreed to represent Williams for a fee of $1,000.
 
Rickey did nothing to pursue Williams’ legal matter, which is consistent with the manner in which he treated many of his victims.
 
Subsequently, the client fired Rickey and demanded that he refund the $1,000 he had paid him; however, Rickey only refunded $600. The panel ordered that Rickey refund the other $400 to Mr. Williams.

Panel B of the Arkansas Supreme Court Committee on Professional Conduct found Rickey guilty of misconduct on several occasions as set forth below.
 
In February 2008, Mr. Johnson hired Rickey to represent him in a matter involving real property issues. Rickey was to be paid on a contingency fee of 30%, and he also required Johnson to pay him a $6,000 retainer fee.
 
After several months of inaction by Rickey, Johnson asked that Rickey refund his $6,000 retainer fee. Subsequently, Rickey told Johnson he would refund the unused portion of the $6,000 fee. At not time did Rickey ever provide Johnson with an accounting of the hours he claimed he spent on his case. However, Rickey provided an alleged account to the disciplinary panel claiming 17.4 hours of work, which amounted to $342.86 an hour. There was no hourly rate stated in Johnson’s fee agreement. Subsequently, the panel ordered Rickey to reimburse Johnson $5,000.
 
As a consequence of his misconduct, the supporters for Attorney Misfits sitting on Panel B of the Arkansas Supreme Court Committee on Professional Conduct punished Rickey by gifting him with a 30-day suspension of his law license.

Panel B of the Arkansas Supreme Court Committee on Professional Conduct found Rickey guilty of misconduct on several occasions as set forth below.
 
Pernella Brandon and her siblings hired Rickey to represent them in a matter involving the death of their mother. They were led to believe by Rickey that he was going to file a medical malpractice action against the hospital and at least one doctor that allegedly caused their mother’s death.
 
Rather than file a lawsuit, Rickey filed a petition to Open Estate in Cleveland County Circuit Court. In the petition, Rickey stated the value of the mother’s assets were unknown “contingent upon the outcome of a wrongful death lawsuit.”
 
While representing the Brandon family, Rickey repeatedly lied to them that he had filed a wrongful death lawsuit when in fact he hadn’t. In one instance he falsely told them that he had an expert in Texas review the records and “they” felt for sure there was a valid malpractice lawsuit.
 
Rickey then lied to Ms. Brandon by telling her that the doctor had offered a settlement in regards to the medical malpractice lawsuit that was never filed.
 
As a consequence of Rickey’s repeated lies and gross negligence, he allowed the statute of limitations to run, which forever barred the Brandon family from suing the doctor and hospital for malpractice.

Mr. Franklin hired Rickey to represent him in a civil lawsuit and paid him $2,500. Rickey told Mr. Franklin that he “had an excellent case” and would likely prevail. Subsequently, Franklin’s lawsuit was dismissed; however, Rickey never advised him that his case was dismissed. When Franklin learned from someone else that his case was dismissed, he called Rickey to talk about it and Rickey hung up on him.
 
As was the case with Ms. Daniels, Rickey failed to explain to him his right to appeal and the deadlines for filing an appeal.

Panel A of the Arkansas Supreme Court Committee on Professional Conduct found Rickey guilty of misconduct on several occasions as set forth below.
 
Ms. Daniel’s hired Rickey to represent her in a civil lawsuit that was previously handled by another attorney. She paid Rickey $3,800 up front for his representation. Subsequently, the trial court dismissed Ms. Daniel’s lawsuit.
 
Rickey failed to timely inform Ms. Daniel’s that her case had been dismissed and to explain to her the deadlines for filing an appeal. Due to Rickey’s gross negligence, Ms. Daniel’s right to appeal was forever barred.
 
As a consequence of his misconduct, the apologists for Attorney Misfits sitting on Panel A of the Arkansas Supreme Court Committee on Professional Conduct punished Rickey by gifting him with a complimentary reprimand.

In one matter, Rickey represented Steven J. Russell who was convicted of murder and sentenced to life without possibility of parole.

Arkansas law requires that the record of the trial court must be filed with the Court of Appeals within 90 days after the trial transcript is prepared. Rickey the Moron filed the trial transcript 120 days after the transcript was provided by the court reporter. As a result of Rickey’s gross negligence, the appellate Clerk refused to accept and file the trial transcript.
