The state of California provided Walter Franklin Wiggins, Jr. with a law license in 1988 after he graduated from Loyola Marymount University Law School in Los Angeles.
 
The California Bar Court found Walter guilty of the following misconduct.
  1. Commingling client funds with personal funds
  2. Failed to promptly return client funds
  3. Failed to return client files to client after being fired
Walter represented a corporation in the collection of accounts receivable. Walter was required to remit the company’s portion of all the money collected on its behalf. Despite collecting numerous checks over a nine-month period of time, he did not turn over any funds to the client.
 
The client (victim) subsequently fired Walter and despite repeated demands for an accounting of the fees he billed, he refused to pay any funds he wasn’t lawfully entitled too for almost one year.
 
As a consequence of his misconduct, the Patron Saints for Attorney Misfits sitting on the California Bar Court punished Walter by gifting him with a complimentary stayed 180-day suspension of his law license.
 
As we speak (ca. October 2012) Walter practices with the Law Offices of Walter F. Wiggins, Jr. at 5109 Topanga Canyon Road in Woodland Hills, California, which is in the Los Angeles area.
