The state of New York presented C. Raymond Radigan with a law license in 1962 after he graduated from Brooklyn Law School.
 
At one time, C. Raymond sat as a Surrogate Court Judge in Nassau County. 
 
During his tenure on the bench, the New York Commission on Judicial Conduct found C. Raymond guilty of the following misconduct.
 
While sitting on the Surrogate Court, C. Raymond and other court officials incorporated the Nassau Surrogate’s Development Corp. pursuant to the Not-for-Profit Corporation Law. The corporation was designed to pursue goes of research, the development of sound court administration, education in trusts and estates law and training of non-judicial personnel, interns and students interested in law and public administration.
 
C. Raymond served as chairman of the corporation and it was funded by foundation grants and donations from banks and law firms.
 
C. Raymond and Margaret Turano, a professor at St. John’s Law School, entered into a contract with West Publishing to produce a hornbook on New York estates administration. They agreed that they would share equally the cost of research for the book as well any royalties from its sale.
 
Subsequently, Turano advised C. Raymond that she paid law students at St. John’s $8,769.75 to research portions of the book she had drafted. C. Raymond then authorized reimbursements of the $8,769.75 to be paid to Turano from funds of the Nassau Surrogate’s Development Corp. C. Raymond did so even though he absolutely knew the law students were not employed by the Surrogate’s Corp.
 
Over the period of about five years, C. Raymond and Turano split $22,854 in royalties they received on sales of the book.

The commission ruled that C. Raymond enriched himself to the tune of $11,292 by collecting funds from the non-profit corporation that specifically dealt with a for-profit endeavor involving himself and Professor Turano. In truth, the commission ruled that Raymond was a thief!
 
As a consequence of his illegal conduct, the cheerleaders for Judicial Misfits sitting on the Judicial Commission punished C. Raymond by gifting him with a complimentary admonition.
 
As we speak (ca. August 2012) C.  Raymond practices with Ruskin, Moscou & Faltischek at 425 RXR Plaza in Uniondale, New York.
