Judge Deanna Rock of Keyser, WV; ethical troll

The state of West Virginia presented Deanna R. Rock with a law license in 2004 after she graduated from the University of Baltimore School of Law.

The West Virginia Judicial Investigation Commission found Deanna guilty of engaging in the following misconduct.

• Engaged in conduct prejudicial to the administration of justice
• Failed to comply with the law (scofflaw)
• Abused the prestige of her judicial office
• Failed to fully cooperate with ethics investigators (Up yours, said Deanna!)
• Improperly submitted letters to the Judicial Investigation Commission in support of Former Family Court Judge Louise Goldston.
• Deanna was confronted with forensic evidence demonstrating the false nature of her January 2022 statements, at her disciplinary hearing
• Repeatedly used her bench to bully the disciplinary counsel attorneys
• Deanna engaged in a stunning lack of candor in the investigation of another judicial officer
• Failed to acknowledge the impact her actions had on the system of judicial discipline which is designed to preserve and enhance the public confidence of the judiciary
• Deanna’s role in creation of Family Court Judge Stotler’s ex parte bench slap of disciplinary counsel and her role in regurgitating those accusations with reckless disregard for the truth of the same demonstrates a callous disregard for the judicial system
• Deanna’s false statements from the bench about the bar unfairly undermine public confidence in the administration of justice

As a direct consequence of her misconduct, the apologists for Judicial Misfits sitting on the West Judicial Investigation Commission punished Deanna by gifting her with a complimentary censure and fined $5,000.00.

As we speak (ca. November 2023), Deanna continues to dispense her so-called brand of jurisprudence as a 23^rd Family Court Circuit Judge in Keyser, West Virginia.
