Former Judge Alton Skinner of Glenville, WV; convicted fraudster

The West Virginia Judicial Investigation Commission found Harry guilty of engaging in the following misconduct, all of which took place while he was employed as a Gilmer County Magistrate Court Judge.

• Indicted on one count of Conspiracy to Commit Mail Fraud and Wire Fraud
• Indicted on two counts of Mail Fraud
• Indicted on one counts of Obstruction of Justice
• The crimes involved E-Z Out LLC, an bonding company operated solely by Alton Skinner’s wife, and employed Alton’s son as an authorized bonding agent
• Took favorable actions in the courtroom for E-Z Out, including setting unnecessary surety bonds
• Attempted to obstruct or impede the grand jury investigation
• Roger would call Skinner to arrange the bond of a detainee without presenting a list of authorized bonding companies to the detainee
• Roger would then arrange for his spouse or son, as agents of E-Z Out, to be present at the arraignment of the detainee without the detainee’s informed choice of E-Z Out amongst other authorized bonding companies

As a direct consequence of his misconduct, the apologists for Judicial Misfits sitting on the West Judicial Investigation Commission punished Alton by gifting him with a complimentary censure and fined in the amount of $1,000.00.

As we speak (ca. November 2023), it is rumored that Alton has an application pending for a job as a stockboy at the Walmart Supercenter Store at 369 Scott Fork in Sutton, West Virginia.
