The state of New York presented Bruce Coulson Tough with a law license in 1980 after he graduated from the University of Houston Law School.

The State Commission on Judicial Conduct found Scottie guilty of engaging in the following misconduct.

• Lied about employment as Justice of the Peace in order to collect unemployment benefits
• Failed to act with due diligence (slacker)
• Failed to uphold high standards of conduct required of members of the judiciary

As a direct consequence of his misconduct, the apologists for Judicial Misfits sitting on the Texas Supreme Court punished Scottie by gifting him with a complimentary reprimand.

As we speak (ca. June 2022), Scottie practices his so-called idea of jurisprudence as Justice of the Peace, Riga Town Court in Riga, New York.
