The state of North Carolina presented William H. Morgan Jr. with a law license in 1986 after he graduated from the University of North Carolina School of Law.

The Grievance Committee of the North Carolina State Bar found Billy guilty of engaging in the following misconduct.

• Failed to maintain list of client balances in trust account
• Did not know to which client and in what amounts $215,211.53 of balance of funds in his trust account belonged
• Failed to identify the client whose funds in the trust account were being disbursed by certain wire/electronic/online transfers of funds
• Failed to identify the source of funds on deposit slips, if different than the client
• Failed to review the statement of costs and receipts, client ledger, and cancelled checks of a random sample of representative transactions completed during the quarter on a quarterly basis
• Failed to conduct quarterly trust account reviews and reconciliations
• Failed to maintain records sufficient to identify the owners of funds in his trust account
• Failed to adequately supervise assistants to whom he delegated trust account duties
• Failed to not ensure entrusted funds were deposited into his trust account
• Failed to promptly correct deficiencies in his trust account

A all that remains is to see what if any punishment is meted out to Billy by the enablers for Attorney Misfits sitting on the North Carolina State Bar.
