Attorney Bruce Hemphill of Elkton, MD; ethical leprechaun

The state of Maryland presented William Bruce Hemphill with a law license in 1973 after he graduated from Widener University School of Law.

FYI: Widener is ranked as the 170th best law school in the country out of 200 ABA (American Bar Association) accredited law schools.

The Office of Disciplinary Counsel (ODC) found Bruce guilty of the following misconduct.

  • Failed to abide by client instruction to file a lawsuit against Cecil County and its contractor
  • Failed to advise his client that he had elected not to file suit when he knew his client believed that he had filed suit
  • Failed to cooperate with ethics investigators (Screw you, said Billy!)

As a direct consequence of his misconduct, the apologists for Attorney Misfits sitting on the Maryland Supreme punished Bruce by gifting him with a complimentary reprimand.

As one would suspect, Bruce fails to mention the above misconduct on his self-serving website at www.elktonlaw.com.   Apparently, he chose to conceal this relevant information from prospective clients for the purpose of not limiting his future victim pool.

As we speak (ca. May 2020), Bruce practices with the Hemphill Law Group at 144 East Main Street in Elkton, Maryland.
