Judge F. William Cullins of Coffeyville, KS; potty mouth bigot

The State of Kansas provided F. William Cullins with a law license in 1995 after he graduated from the University of Kansas School of Law.

The Kansas Commission on Judicial Conduct found Judge Cullins guilty of the following misconduct.

  • Failed to perform judicial duties with competence (moron)
  • Failed to act with due diligence (slacker)
  • Repeatedly used profanity when dealing court clerks
  • One former clerk was so disgusted with his obscene outbursts at courthouse employees that he kept a “swear journal” that will be presented as evidence at his ethics hearing
  • Mistreated court employees
  • Fostered a hostile relationship with the county attorney’s office
  • Lacked patience and decorum when dealing with litigants, court personnel and attorneys
  • Exhibited disdain towards attorneys
  • Treated some bondsmen with hostility
  • Showed bias or prejudice in the courtroom based on race, sex, socioeconomic status or political affiliation
  • Denied some defendants or their lawyers the right to be heard (due process)
  • Directed foul, derogatory language at women
  • Referred to an out-of-state black athlete as “not even a Kansas boy”
  • Told a black male resident, “you’re a Kansas boy”, language that could be considered demeaning to an African American man

All that remains now is to see what if any punishment is meted out to Judge Cullins by the cheerleaders for

Judicial Misfits sitting on the Kansas Commission on Judicial Conduct.

All that remains now is to see what if any punishment is meted out to Judge Cullins by the enablers for Judicial Misfits sitting on the Kansas Commission on Judicial Conduct. At most he’ll receive a complimentary reprimand.

As we speak (ca. December 2019), Cullins continues to sit as a Montgomery County District Court Judge in Coffeyville, Kansas.
