Judge Howard Fell of Tucson, AZ; ethical goblin

The State of Arizona presented Howard J. Fell with a law license in 1971 after he graduated from the University Arizona School of Law.

Former Pima County Presiding Judge Michael Brown was duped into appointing Howie as a Pro Tempore judge in November 1997. Howie didn’t receive the appointment because he was the most qualified attorney in the greater Tucson area. He received it because he had proven to be a reliable lackey for the local political hacks.

FYI: Howie has had his significant snout firmly implanted in the public trough for the past forty-eight (48) years (ca. 1973 thru 2019). Apparently, no self-respecting law firm in the Tucson area was about to offer Howie a good paying job.

The Arizona Commission on Judicial Conduct found Howie guilty of the following misconduct.

  • During drug court hearing, told confused female participant “sit on my lap if you want . . . no, no I take that back”
  • Failed to act in manner that promotes public confidence in the judiciary
  • Failed to avoid impropriety and/or the appearance of impropriety
  • Engaged in harassing conduct based on sex or gender
  • Failed to be patient and courteous to litigants
  • Failed to act in dignified manner when dealing with parties in the court

As a direct consequence of his misconduct, the enablers for Attorney Misfits sitting on the Utah Supreme Court punished Howie by gifting him with a complimentary reprimand and was ordered to complete sensitivity training.

It is rumored that Howie opted to enroll in the O.J. Simpson three-day Sensitivity Training Course to be held at his office in Tampa Bay, Florida.

As we speak (ca. July 2019) Howie continues to sit as a Judge Pro Tempore in Division SR of the Pima County Superior Court in Tucson, Arizona.
