Former Judge Rafael A. Ovalles, NJ; moron, repeat offender

The state of Rhode Island presented Rafael Ovalles with a law license in 1982 after he graduated from Boston University Law School.

The Rhode Island Commission on Judicial Tenure and Discipline has alleged that Judge Ovalles engaged in the following misconduct.

• Engaged in conduct that brought his office into disrepute
• Sexually harassing female lawyers and staff
• Mishandling sensitive cases involving mentally ill individuals
• Failed to grasp basic legal concepts (Moron)

In one matter,Rebecca Aitchison a female public defender, recounted on Tuesday being persistently demeaned and mistreated by District Court Judge Rafael A. Ovalles during the nine months she handled cases in his courtroom. (Katie Mulvaney, Providence Journal)

Ms. Rebecca Aitchison, first of an expected 60 witnesses to testify at a commission hearing, testified as follows.

• "He told me you're not to get out of your chair without permission from the court."

She said on two occasions to ask the Ovalles for permission to use the bathroom. As chief Public Defender Mary McElroy looked on, Ms. Aitchison said she dealt with the restrictions Ovalles's placed on her by passing notes in the courtroom to communicate with clients. She then testified:

• "I wasn't able to speak with clients.”
• "I wasn't able to answer questions.”
• “I wasn't able to carry out my job."

All that remains now is to see what if any punishment is meted out to Ovalles by the apologists for Judicial Misfits sitting on the Rhode Island Supreme Court.

As temporary punishment, Ovalles, 52, has been relieved of judicial duties with pay pending a ruling by the Judicial Commission. This means the taxpayers will be forced to pay Ovalles him $3,058 a week based on his $159,000 salary. Who was the moron that said “being an amoral moron doesn’t pay?”
