Judge Norman Peters of Collins, NY; greedy Il Duce Wannabee

 
Unfortunately, Norman Peters succeeded in duping the voters/residents of Collins, New York into allowing him to sit as a Justice on the Collins Town Court in Erie County since 1986. Collins, New York is about 30 miles south of Buffalo.
 
In February 2010, the New York Judicial Commission found Judge Norman Peters guilty of the following misconduct:
 
On Aug 31, 2008, Peters’ co-justice, Paul North retired from the Collins Town Court. The Town Board declined to name a replacement, requiring Peters to handle any of Justice North’s remaining cases.
 
On several occasions, Justice Peters demanded that the Board increase his salary by using the remainder of Justice North’s salary, which they refused due to a lack of funds. Justice Peters was intimately aware of the financial condition of the City because for the prior 22 years he had been personally involved in preparing the Court’s budget and funds received.
 
At a board meeting, Il Duce told the Board if they didn’t increase his salary that he would refuse to preside over Judge North’s seven (7) remaining cases. Il Duce further threatened that he would order his clerk to instruct defendants who appeared on the 77 cases (mostly minor traffic offenses) scheduled for Nov 28, 2008 that their cases were dismissed.
 
In response to these outrageous threats, Collins Town Attorney and Prosecutor, James Mussachio advised Il Duce that he could not dismiss cases without proper legal authority. Peters responded by saying, “I’m Il Duce, I’m sorry I mean, I’m the judge” and “if they’re scheduled and those people show up, they will be dismissed.”
 
The enablers/apologists sitting on the Judicial Commission punished Justice Peters by gifting him with a complimentary censure.
 
As we speak this certified loser continues to sit on the court in Collins, New York. What a joke!
