The state of Connecticut presented Robert C. Flanagan with a law license in 1963 after he graduated from Villanova University Law School.

In one matter, Bobby found it acceptable to engage in a sexual relationship with a married court employee. Additionally, he had sexual relations with a court reporter that was assigned to his courtroom.

It appears that some of this sexual activity took place in Bobby’s chambers, meaning that in addition to screwing the help he was also screwing the taxpayers.

Bobby’s misconduct took place while he was sitting as a Superior Court Judge in New Haven. The Judicial Review Council found Bobby guilty of the following misconduct.
