Attorney Raymond Dougan of Lexington, MA; ethical dwarf

 

The state of Massachusetts presented Raymond Dougan with a law license in 1979.

 

Ray’s conduct took place while he was sitting as a Boston Municipal Court judge.

 

Ray spent his entire legal career porking out at the public trough for 33 years (ca. 1981 to 2014). Apparently, no self-respecting law firm in the greater Boston area was about to offer ray a good paying job.

 

In one matter, the Suffolk Count District Attorney filed a 61-page complaint stating that his decisions were systematically biased in favor of criminal defendants.

 

It was subsequently, discovered that a so-called prominent law firm whose lawyers regularly appeared in Boston courts paid for Ray’s legal defense to the DA’s charges. In fact, they gave Ray at least $85,000 worth of free legal services. The firm attempting to curry favor with Ray was Foley Hoag of Boston.

 

Ray accepted the free legal services provided to Ray appear to have violated judicial conduct rules prohibiting judges from receiving gifts from law firms whose members have appeared before them or are likely to in the future. In addition, Massachusetts ethics laws also prohibit public officials from accepting most gifts.

 

Former executive director of the Commission on Judicial Conduct stated that the rules are very clear:

  • “Judges cannot get free lawyers to represent them in misconduct investigations.”
  • “It would be misconduct for a judge to pay any less, as that would constitute an improper gift from the lawyer to the judge.”

As one would suspect, the apologists for Judicial Misfits sitting on the Judicial Commission voted to dismiss the ethics complaint against Ray.

 

As we speak (ca. December 2014) Ray practices in the Boston area.
