Judge Richard Hamm of Cobleskill, NY; Judge Roy Bean Wannabee

FYI: Judge Roy Bean was an infamous Justice of the Peace and saloon owner in Texas who called himself the "The Law West of the Pecos." Roy was also affectionately referred to as the Hanging Judge.

The New York Commission on Judicial Conduct found Dick guilty of the following misconduct, all of which took place while he was sitting as a Justice of the Cobleskill Village Court, Schoharie County, New York.

In one matter, while assigned a case involving a small claims matter, Dick threatened to have a litigant arrested and jailed if he failed to pay $200 in an agreed settlement by a date specifically set by Dick.

It is black letter law in New York that a party cannot be subject to being arrested in a civil matter in an effort by the court to enforce a settlement agreement.

As a consequence of his misconduct, the enablers for Judicial Misfits sitting on the Judicial Conduct Commission punished Dick by gifting him with a complimentary admonition.

As we speak (ca. April 2016) Dick continues to sit as a Justice of the Cobleskill Village Court, Schoharie County in Cobleskill, New York.
